サザンロック・サウンドの礎を築いた、オールマン・ブラザーズ・バンド（以下ABB）を前身にもつロックバンド。サザンロックといえばメタリカのなかではジェイムズ・ヘットフィールドも愛好しており、『NASCAR:Crack It Up』で彼らとの共演を果たしている。

中心人物のウォーレン・ヘインズは、1982年の2度目のABB解散後にABBのディッキー・ベッツに見出され、ディッキー・ベッツ・バンドに加わることから本格的なキャリアをスタート。1989年のABBの2度目の再結成にディッキーらとともに参加。1994年、ウォーレンはABBのアレン・ウッディ、ディッキー・ベッツ・バンドの同僚だったマット・アブツとともにABBのサイド・プロジェクトの形でガヴァメント・ミュールを結成する。

1997年、ガヴァメント・ミュールの活動を本格化するため、ウォーレンとアレンはABBを脱退。アルバム『Dose』の制作や精力的なライヴ活動を行う。しかし2001年、アレン・ウッディが44歳の若さで急逝。ベーシストを失ったバンドは1曲ごとにゲスト・ベーシストを迎える形で新作『The Deep End Vol.1』、『The Deep End Vol.2』を完成させる。さらにライヴレコーディングの形で『The Deepest End, Live in Concert』を発表。これにはメタリカ脱退を表明していたジェイソン・ニューステッド、カーク・ハメットの学友であるレス・クレイプール（プライマス）の他、多数の豪華ミュージシャンが参加している。

その後、ベースにアンディ・ヘス（元ブラック・クロウズ）、キーボードにダニー・ルイスをメンバーとして正式に迎え4人編成として再出発し、『Deja Voodoo』を発表。その後も、2007年にはアレン在籍時の2000年以来となる来日公演をサマーソニックの場で行うなど精力的な活動を続けている。
